Access to Recovery Program (ATR)
On-Line Description

The Access to Recovery (ATR) Program is a State and Federal initiative that provides eligible participants to have free and independent consumer choice for treatment and recovery services. ART operates on a voucher system that will improve access and increase treatment capacity and will engage Faith-based and non-traditional providers in addition to more traditional treatment and recovery resources.

Eligible participants can be assigned vouchers for almost every type of services and these services will be provided at no cost to the participant. ATR does not cover inpatient treatment programs but can cover supportive/transitional housing at halfway and sober houses.

To be eligible for participation in the Access to Recovery program, an individual must meet the following criteria.

  • The individual is at least 18 years of age.

  • There is a clear, presenting problem with alcohol and/or drug misuse, abuse, or dependence.

  • The level of severity of the alcohol and/or drug misuse, abuse, or dependence does not require detoxification or long-term residential treatment.

  • Family income is at or below 250% of federal poverty guidelines.

  • The individual is not currently receiving substance abuse services from another provider in the community (excluding detoxification).

  • The level of psychiatric co-morbidity (if indicated) is stable enough for the individual to function in a structured substance abuse program.

  • The individual does not qualify to receive substance abuse services through the Temporary Assistance to Needy Families (TANF) program.

  • The individual has insufficient resources to cover the cost of needed care through his/her primary payer(s) of service (insurance or Medicaid).

  • The individual has the ability and willingness to commit to participation in treatment and recovery support services for a minimum of 60 days.

Some people who do not meet eligibility requirements are still eligible for recovery-support services. To get more information about ATR or to have a pre-screening for assessment, call the ATR office at 561-615-0767. Make sure to ask for the ATR Assessor.
